1. The Board of Education have received from the Secondary School Examinations Council the Reports of the Investigator appointed by the Council in 1918 to consider and report upon the standards and methods of award of Certificates in the seven First Examinations which were provisionally recognised by the Board in Circular 1034.
The Board have decided, after consideration of the Report and on the recommendation of the Examinations Council, to continue the recognition of the First Examinations as from the end of the calendar year 1919.
It has not yet been possible for the Examinations Council to hold a similar Investigation of the standards and methods of award in the corresponding seven Second Examinations. Pending such Investigation the provisional recognition of these Examinations under Circular 1034 is now extended by the Board to the end of the calendar year 1921.
The Board have also received and considered a Report of a similar Investigation of the Senior Certificate Examination of the Central Welsh Board, and have decided on the recommendation of the Examinations Council to recognise that Examination provisionally for the years 1920 and 1921. An Investigation of the Higher Certificate Examination of the Central Welsh Board is under consideration.
The Examinations Council will continue to keep in close touch with all the above-named Examinations, and will take steps to satisfy themselves from time to time that the standard and methods now approved are in fact maintained.
2. In consequence of the above decisions:-
A. - The following examinations are recognised as from this date under the Board's scheme for the better organisation of examinations In Secondary Schools as approved First Examinations In respect of which grant will be payable under Article 44* of the Regulations for Secondary Schools:-
(1) The School Certificate Examination of the Oxford and Cambridge Schools Examination Board.
(2) The Senior Local Examination of the Oxford Delegacy for Local Examinations.

(3) The Senior Local Examination of the Cambridge Local Examinations and Lectures Syndicate.
(4) The School Certificate Examination of the University of Bristol.
5) The School Certificate Examination of the University of Durham.
(6) The General School Examination of the University of London.
(7) The School Certificate Examination of the Northern Universities Joint Matriculation Board.
B. - The following examinations are provisionally recognised till the end of the calendar year 1921:-
(i) As an approved First Examination. - The Senior Certificate Examination of the Central Welsh Board.
(ii) As approved Second Examinations.
(1) The Higher Certificate Examination of the Oxford and Cambridge Schools Examination Board.
(2) The Higher School Certificate Examination of the Oxford Delegacy for Local Examinations.
(3) The Higher School Certificate Examination of the Cambridge Local Examinations and Lectures Syndicate.
(4) The Higher School Certificate Examination of the University of Bristol.
(5) The Higher Certificate Examination of the University of Durham.
(6) The Higher School Certificate Examination of the University of London.
(7) The Higher Certificate Examination of the Northern Universities Joint Matriculation Board.
3. The Board take this opportunity of announcing that, as the result of negotiations conducted by the Examinations Council the following Professional Bodies have agreed to recognise certificates awarded on an approved Examination as exempting from their Preliminary Examinations, under the conditions, if any, set out below. In some of the cases of conditional acceptance negotiations may be resumed by the Council at a later date.
A. - The following Professional Bodies accept without qualification any Certificate awarded on an approved First or Second Examination:-
(1) Institute of Actuaries.
(2) Chartered Institute of Patent Agents.
(3) Auctioneers and Estate Agents Institute.
(4) *Society of Incorporated Accountants and Auditors.
*This Body reserves the right of reconsidering the conditions of acceptance at a later date.

B. - The following accept without qualification any Certificate awarded on an approved First Examination:-
(5) Surveyors Institution.
(6) Chartered Institute of Secretaries.
(7) Royal Institute of British Architects (if assured that Mathematics and Mechanics are included in the syllabus of the School attended by the holder).
C. - The following Professional Bodies accept Certificates subject to the conditions stated:-
(8) General Medical Council: Any Certificate of a First Examination with (a) Credit in English and Mathematics, or (b) Credit in English and in another language with a "sufficient" standard in Mathematics. Any Certificate which is deficient can be supplemented at a previous or subsequent Examination or by a Higher Certificate.
(9) Royal College of Veterinary Surgeons: (a) Any A. Certificate of a First Examination ; (b) Any B. Certificate of a First Examination with a Pass in Mathematics, English, and any other two approved languages.
(10) Institute of Civil Engineers: Any A. Certificate of a First Examination with Credit in an English subject, Elementary Mathematics (including Trigonometry), a language other than English, and either Mechanics or Physics or Chemistry.
(11) Royal College of Physicians and Surgeons: Any A. Certificate of a First Examination with one Credit in English and either one Credit in Group II, or Credit in either Mathematics or Mechanics or Physics or Chemistry or Botany.
(12) Institute of Chemistry: Any Certificate of a First or Second Examination with Credit in (a) English, (b) Elementary Mathematics, (c) either two foreign languages or one foreign language together with one other subject to be chosen from a list prescribed by the Institute.
(13) Institute of Chartered Accountants: Any Certificate of a First Examination with five Credits in subjects comprised in Groups I, II, and III, of which one must be in Mathematics.
(14) Pharmaceutical Society: Any Certificate of a First Examination with a Pass in an English subject and in Elementary Mathematics.
For any further details of the conditions of acceptance reference should be made, where necessary, to the Regulations of the Professional Body concerned.
Wherever in the above conditions a "Pass" in a specific subject, as opposed to a "Pass with Credit", is required, it is

understood that an assurance by the Examining Body that the Candidate's work in the subject has reached a satisfactory standard will be accepted.
The above provisions do not at present apply to the Senior Certificate Examination of the Central Welsh Board. No application for the recognition of this examination as an approved examination had been received by the Board of Education at the time when the negotiations with the Professional Bodies were in progress. It is, however, understood that arrangements exist between the Central Welsh Board and some of the Professional Bodies for the recognition of their examinations.
It is also understood that some of the Examining Bodies have made arrangements with Professional Bodies for the recognition of Higher Certificates in addition to those enumerated above.
In addition the Incorporated Law Society has under consideration the promotion of an amendment to the Solicitors Act, 1877, which will enable them to recognise the Certificates of approved Examinations on terms to be announced later.
Negotiations for the acceptance by the Professional Bodies of the certificates of a Second Examination (where not already completed) will be resumed after the Reports of the Investigators of those Examinations have been received by the Examinations Council.
4. The Board have also decided to accept the Certificate of any approved First Examination, if obtained after the present date, as qualifying the holder without further conditions for admission to a Training College for the purpose of Appendix A (I) of the Regulations for the Training of Teachers or for recognition as an Uncertificated Teacher for the purpose of Schedule I (c) of the Code.
